Temporary provision 422 of the Ministry of Aliyah and Integration, in force from 26 February to 31 December 2026, pays licensed specialists who are olim within six years of their status NIS 300,000 for working in public health in the Negev or Galilee, or NIS 400,000 for living and working there. The NIS 400,000 is paid as NIS 70,000, NIS 130,000 and NIS 200,000 at the end of each full year; the NIS 300,000 as NIS 50,000, NIS 100,000 and NIS 150,000.

The remaining application deadline is 30 November 2026. Returning residents who lived abroad for two years or more, and returning minors, also qualify (section 2.1.3). Of the 80 atlas towns, 25 are in the qualifying geography, including Be'er Sheva, Nahariya, Afula, Karmiel, Tiberias, Safed, Kiryat Gat and Dimona.

What this does not show

Only specialists recognised by the Scientific Council of the Israel Medical Association qualify, with a three-year commitment. A committee selects participants, and the grant depends on budget from the Ministry for the Negev, Galilee and National Resilience. It is paid only at the end of each full year, with nothing for a partial year. It may be taxable, and it cannot be combined with another dedicated grant, though a Masa grant is allowed. Earlier programmes (the 2024 Tkuma grant and the 2025 grant for rehabilitation physicians) have expired.

What to do

If you are an oleh specialist within six years of your status (or a returning resident who lived abroad two years or more, or a returning minor) and took a public health job in the Negev or Galilee on or after 26 February 2026, send the provision 422 form to the Ministry of Aliyah and Integration's physicians administration before 30 November 2026. Applications after that date will not be reviewed.

Method

Amounts and dates read from provision 422. Each atlas town was matched against the gov.il Negev and Galilee authority lists (ext_build.py).
