Identity and status
Your Teudat Zehut and oleh certificate are the master keys. Almost nothing else, no bank account, no health fund, no benefit, can start until these exist, which is why they sit first.

Your immigrant certificate, issued at Ben Gurion on arrival. It is the master key: banks, health funds and the Ministry all gate on it.

The single biggest bottleneck in the whole process. Nearly everything else is locked until you hold this.
