Identity and status
Your Teudat Zehut and oleh certificate are the master keys. Almost nothing else, no bank account, no health fund, no benefit, can start until these exist, which is why they sit first.

Collect your Teudat Oleh at the airport
Your immigrant certificate, issued at Ben Gurion on arrival. It is the master key: banks, health funds and the Ministry all gate on it.
- 2Misrad HaPnim / Population and Immigration Authority (PIBA)In person
Get your Teudat Zehut (biometric ID card)
The single biggest bottleneck in the whole process. Nearly everything else is locked until you hold this.

Passport or travel document
New olim generally receive a teudat maavar rather than a passport at first. A passport of up to five years reportedly requires having spent at least 60% of the first year physically in Israel, assessed once that year closes, and the ten-year document a longer residence record still.

The spouse trap: married under a year
Where the marriage is under twelve months old at aliyah, the spouse falls outside the automatic Law of Return grant and into a distinct procedure. Where the Law of Return does not reach the spouse at all, the fallback is the graduated procedure, a multi-year staged route with periodic review of the relationship.
