Five towns where a family's rent drops by a third, schools beat the national rate and there is a train

These are the cheapest of the 80 atlas towns where a family does not have to trade schools or a rail link for rent.

Be'er Sheva family rent against national (CBS)

The screen: family rent at least 33% below the national average, 2024 bagrut eligibility at or above the national 76.6% and a train station in town. Exactly five of the 80 atlas towns pass.

Be'er Sheva: rent 35.8% below, bagrut 87.1%, 66 minutes to Tel Aviv. Afula: 39.5% below, 88.5%, 109 minutes. Karmiel: 34.4% below, 80.4%, 106 minutes. Sderot: 36.7% below, 94.1%, 58 minutes. Dimona: 49.6% below, 90.0%, 97 minutes with one change and only 2 morning departures.

All five qualify for the larger olim rent aid and are on the 2026 oleh physician grant list. In Afula and Karmiel, temporary order 432 adds NIS 500 a month on top for status from 11 June 2026.

What this does not show

Rent for Afula, Karmiel, Sderot and Dimona is the indicative nadlan.gov.il figure; Be'er Sheva is CBS. Beit She'an (rent 57.8% below, bagrut 76.4%) and Netivot (32.2% below, 81.3%) only just miss. At the atlas's usual 25% bar, ten towns pass, adding Haifa, Ashkelon, Nahariya, Akko and Netivot. Train times are station to station. The screen cannot see jobs, which are the biggest real filter. Nor can it see security, which matters in Sderot.

What to do

If you can work remotely or locally, start a town search with these five and time the trip from the neighbourhood you would live in, not just from the station.

Method

A pass or fail screen run over the atlas columns (screens.py): family rent against the CBS national 3.5 to 4 room average, bagrut from Shkifut and station presence from the GTFS feed.
