The United States and Canada
The rabbi-letter standard: a recognised rabbi’s letter confirming you are Jewish, run through Nefesh B’Nefesh in partnership with the Jewish Agency.
Qui décide de votre éligibilité
Nefesh B’Nefesh provides the aliyah services and flights for North America; the Jewish Agency is the body that authorises eligibility. Each reviews your application and sends its own notification letter.
Prouver que vous y avez droit
A letter from a recognised synagogue rabbi from a rabbinical organisation in North America, written within the past year, on official letterhead, stating how the rabbi knows you and that you are Jewish, born to a Jewish mother. The signature must be in ink; a digital signature is not accepted. A patrilineal case needs the rabbi to name the Jewish father or grandfather plus supporting certificates.
Converts face the hardest path: the conversion must be through a recognised community and stream, and Interior Ministry timelines around conversion have shifted, so verify the current requirement.
Documents, apostille et traduction
A passport valid at least a year past your aliyah date, a long-form birth certificate showing both parents (a hospital-issued one is not enough) with an apostille, a civil marriage certificate with an apostille (a ketuba or get is not sufficient), four photos per person aged 16 and up, a personal-status affidavit notarised and apostilled, and a criminal background check. Translation is required for documents not in English, French, Russian or Hebrew.
Canada joined the Hague Apostille Convention in January 2024; confirm that Canadian apostilles are now accepted in place of the older chain-of-signatures.
Le parcours et les délais
Start the paperwork six to ten months ahead. A Jewish Agency interview with a shaliach, a "Mazal Tov" approval, then a visa in roughly eighteen business days and a one-way Nefesh B’Nefesh flight benefit. A pilot trip four to eight months before is recommended.
Bon à savoir
À confirmerNefesh B’Nefesh group and charter flights sometimes issue your Teudat Oleh, and even a Teudat Zehut, mid-flight, so you land already an oleh.
This is a pilot arrangement on some flights, not guaranteed on every one.
Une fois admissible : la vie dans laquelle vous entrez
L’admissibilité vous fait entrer. Voici les réalités propres à votre origine, à commencer par la fiscalité dont personne ne parle.
Your US taxes never stop
A US citizen or green-card holder files a US federal return on worldwide income every year for life, wherever they live. Aliyah does not end that: Israel taxes you as a resident and the US still taxes you as a citizen. The 1975 US-Israel income tax treaty, the foreign earned income exclusion and the foreign tax credit exist to soften double taxation, but the filing obligation itself never goes away.
There is no US-Israel social security totalization agreement, so contributions are not coordinated. For a US person, a cross-border accountant is not optional.
FBAR: your Israeli accounts get reported to the US Treasury
If your foreign financial accounts add up to more than $10,000 at any point in the year, you must file an FBAR (FinCEN Form 114), separately from your tax return. That total counts your Israeli bank account, and often a pension or keren hishtalmot. It is an aggregate across all accounts, not per account, and the penalties for missing it are severe.
PFIC: why US olim are steered away from Israeli mutual funds
Under US law most non-US pooled investments, Israeli mutual funds, ETFs and many kupot gemel and keren hishtalmot structures, are "passive foreign investment companies", taxed by the US at punitive rates with heavy reporting on Form 8621. This is the reason a US person is usually kept out of ordinary Israeli investment products and pointed toward US-domiciled funds or individual securities.
Which specific Israeli products are PFICs, and how a given pension is treated, is fact-specific. Confirm each holding with a US-Israel tax professional before you buy.
FATCA: expect your Israeli bank to ask for US tax forms
Under FATCA, Israeli banks identify US persons and report their accounts to the US, and a US person with larger foreign assets also files Form 8938 with their return. Opening an Israeli bank account as a US citizen usually means signing a W-9 on the spot.
