Health fund registration and contributions, children’s benefits, disability, attendance allowance, mobility, income support, old age, survivors and long-term care, plus the separate track for returning residents.

+Worth it for: If you make aliyah at or after retirement age you do not get the ordinary pension. You get a separate, means-tested special benefit, and the difference is large.

The ordinary old-age pension is payable from retirement age subject to income, and from age 70 regardless of income. Someone who first immigrates after retirement age falls instead into the special old age benefit track.

Getting there:Model this before you decide to come, not after. The special benefit is welfare-based and tested against worldwide passive income, unlike the ordinary pension at 70, so an oleh arriving near pension age is materially worse off than the headline suggests. Claim form 480. Seniors’ line *9696.

+Worth it for: The actual monthly shekel amounts, and the location decision hidden inside them: national-priority areas, the Negev and the Galil pay several times the basic rate.

For aliyah from 1 March 2024, payments start in month 7 and run to month 30, eligibility up to 4 years, at ₪363 to ₪739 a month basic, rising to ₪1,336 to ₪2,239 in national-priority areas, the Negev or the Galil. Earlier arrivals fall under the older, longer regime.

Window:Aliyah from 1 March 2024: payments start month 7, run to month 30, eligibility up to 4 years. Aliyah before 29 February 2024: payments start month 8, up to 5 years, and 6 for single-parent families.

Amounts are index-linked and change; confirm your own figure against the official Ministry page before budgeting on it.

+Worth it for: How much any Israeli bank can actually lend you, regardless of what a broker promises, and the point olim miss: if you sign before you are a resident, you are capped at 50%.

The Bank of Israel ceilings: 75% loan-to-value on a first home, 70% for an upgrader, 50% for an investor or additional property, and 50% for a non-resident. Total monthly repayment is capped at 40% of net income.

Getting there:Your residency status on the day you sign changes your borrowing power materially.

The Bank of Israel site blocked automated reading, so these figures are corroborated from secondary sources rather than read off the primary page. Confirm against the Proper Conduct of Banking Business directives before relying on them.

+Worth it for: A municipal tax discount of typically 50% to 90% on up to 100 m², for one 12-month period inside your first two years. Not automatic, not retroactive, and gone if you miss it.

You apply to your municipality with your lease, a recent arnona bill, Teudat Zehut, Teudat Oleh and bank details. A lease of at least 12 months is required. The rate is set by each city, so it varies.

Getting there:The discount is administered municipally, so the authoritative source is your own city’s website, and returning minors are not eligible.

Window:One 12-month period falling within your first two years of aliyah. Apply at the municipality before the end of year two, because it is not applied retroactively.

+Worth it for: A graduated income-tax exemption that explicitly covers a self-employed oleh’s business income, not just salary, for up to five years. This is the highest-value deadline in the whole product.

A staged exemption on Israeli-source income across tax years 2026 to 2030, with the largest ceilings in 2027 and 2028. It does not apply to passive income like rent or dividends, and it stacks on top of the existing 10-year foreign-income exemption.

Getting there:Run your own numbers against the official page before deciding: the yearly ceilings step down after 2028, and there is an anti-abuse clawback if you leave Israeli residency in 2028 or 2029.

Window:Open only to new olim and long-absent returning residents who make aliyah between 5 November 2025 and 31 December 2026. Plan for early 2027 and you lose it.

+Worth it for: Waive every supplemental-insurance waiting period by joining inside your first 90 days.

Join within your first 90 days and the standard waiting periods are waived. The window does not reopen and nobody writes to tell you it started.

+Worth it for: Pick the right health fund the first time, before the switching rules lock you in.

+Worth it for: Six months with no health insurance contributions if you have no income or earn under ₪688 a month, extendable to twelve if absorption benefits are also paying you.

The rule that decides whether your first half-year of healthcare is free. It is not automatic past six months: the extension to twelve requires you to send National Insurance proof that the Ministry of Aliyah and Integration is paying you subsistence benefits.

Getting there:The ₪688 income threshold is stated as of 1 January 2026. The extension is not granted automatically: you must supply the documentation.

Window:Six months from the day of aliyah, extendable to twelve months in total while absorption subsistence benefits are being paid.

+Worth it for: Disability pension conditions, including the point most guides miss: holders of an A/5 temporary residence visa qualify, not only citizens.

Four tests. Residency or an A/5 visa, aged 18 to retirement age. Income under 60% of the average wage, ₪8,261 as of 1 January 2026, for 90 consecutive days in the 15 months before the claim. At least 60% medical disability, or 40% with multiple impairments where one reaches 25%. Earning capacity cut by at least half.

Getting there:Claim online, then attend a medical board in person. A separate track exists for married women out of work for twelve consecutive months, or 24 non-consecutive months within 48.

Window:You can file from age 18 until twelve months after retirement age.

+Worth it for: The exact calendar for changing health fund. Applications are batched into six two-month windows a year, and knowing which one you are in tells you your real start date.

Apply Sep 16 to Nov 15 and you start Jan 1; Nov 16 to Jan 15 starts Mar 1; and so on every two months. New olim get a separate 14-day window to change the fund they were signed up for at the airport. You can cancel up to 10 days before the change date, and your old fund must keep serving you until the switch takes effect.

Getting there:The switch itself is done either through the Bituach Leumi site, which is Hebrew only, or at any post office with your Tofes Maavar and Teudat Zehut for a nominal fee. Remember to request transfer of your medical file (Tik Refui) separately: it does not follow you automatically.

+Worth it for: Join a health fund’s supplemental tier within 90 days of aliyah and every waiting period is waived. This is the single highest-value health deadline, and it passes silently.

The supplemental plans (SHABAN) cover dental, private specialist consults, treatment abroad and much that the basic basket omits. Enrol inside your first 90 days and there is no waiting period on any of it. After that, standard waiting periods apply.

Window:Within 90 days of your aliyah date, all supplemental waiting periods are waived. Miss the window and they apply in full.

+Worth it for: What the basic basket actually covers and what it quietly does not, plus the up-to-six-months of free coverage for new olim who are not working.

The four funds are legally identical at the basic level: doctor visits, diagnostics, hospitalisation and subsidised medication. Adult dental and optical are not in the basket. Bring a three-month supply of any regular medication, and note that cannabis-based products cannot be imported at all.

+Worth it for: The distinction olim get wrong: a fund’s supplemental plan cannot by law cover life-saving medications outside the basket. Private insurance can, and premiums rise with age, so the decision has a clock on it.

Over 70% of Israelis hold a supplemental plan. Private policies add transplants and surgery abroad, choice of surgeon, non-basket medications and no-wait diagnostics. Pre-existing conditions are excluded unless the insurer specifically agrees.

+Worth it for: What childbirth actually costs an Israeli citizen: nothing. Hospitalisation for birth is fully covered by National Insurance.

Care shifts to nurse-led clinic visits around week 12, monthly then twice-monthly from week 32. Israeli hospital births are mostly midwife-run; a private doctor can be hired. Partners are admitted everywhere. Standard stay is two days for a vaginal birth, five for a caesarean.

+Worth it for: The oleh purchase-tax break: nothing on the first NIS 2M, then 0.5% up to NIS 6M.

+Worth it for: Know the exact allowance before check-in: two bags at 50 lb included, a third for $100 prepaid instead of $200 at the airport.

Allowances, prepay prices and the cap of five suitcases per passenger. Olim are not exempt from overweight or oversize fees, which surprises people at the desk.

+Worth it for: Claim rent aid from month seven: NIS 659 a month for a couple, or NIS 2,000 in a priority area, and NIS 739 or 2,239 for a single parent.

One of the few sources that separates the rules before and after March 2024, and the only one found with single-parent figures broken out. The periphery rate is roughly three times the standard one.

+Worth it for: A growing town-by-town series answering the question everyone actually agonises over: is this place right for us?

The highest publication rate in the category, several posts a week, written by olim rather than by an agency. Eligibility, first-week priorities, benefits, utilities, and a long run of "is X a good place to live" guides.

+Worth it for: What the standard Israeli lease actually commits you to, including the rule that catches everyone: by default an Israeli rental includes little more than the walls, no appliances and no light fixtures.

The clearest English walkthrough of the standard contract: the collateral stack (bank guarantee, promissory note, guarantors, deposit), the deposit cap at the lower of three months’ rent or one third of the total lease, returned within 60 days, and the landlord’s duty to fix leaks, damp or anything structural within 30 days of notice, or three if urgent.

Getting there:The broker fee is one month’s rent plus 18% VAT, paid by whoever engaged the broker. If you found the flat yourself there is no fee to pay.

+Worth it for: The statute that actually protects a tenant: its terms are cogent, so a lease clause that contradicts them is void unless it favours you.

A plain-English summary of the Fair Rent Law, in force since September 2017. Defines the minimum standard for a dwelling fit to live in and caps the guarantee a landlord may demand.

A law-firm client update rather than a statute page, and it carries no visible date. Useful for orientation, not a substitute for the law itself.

+Worth it for: The full purchase process end to end, including the trap that catches foreign buyers: the zichron devarim preliminary memo can be legally binding, so you do not sign one casually.

Evaluation, negotiation, the preliminary memo, financing, contract, mortgage finalisation, registration and tax. Notes that mortgage pre-approval is valid three months but the rate is locked for only twelve days, which is the real clock.

Getting there:The guide does not state lawyer fees. Israeli practice runs roughly 0.5% to 1.5% plus VAT for a resale; get a written quote rather than trusting a blog figure.

+Worth it for: The customs exemption on your shipping: three shipments within three years, covering furniture, one of each appliance, three computers, three televisions and five phones per family.

The definitive English breakdown of the olim customs exemption. Postal packages of clothing only, sent from 30 days before arrival to 3 months after, are exempt and do not burn one of your three shipments. Items over $75 including shipping attract 18% VAT.

Window:Three shipments within three years of aliyah. Goods must stay in your possession five years from import, or depreciated tax becomes payable.

+Worth it for: Register with the right body and with the correct number of residents: the national water carrier is not who bills you, and your per-person allocation depends on getting the household count right.

You are billed for water by your municipal water corporation (Hagihon in Jerusalem, Mei Avivim in Tel Aviv, Mei Carmel in Haifa), not by Mekorot the national supplier. Cooking gas is usually fixed by the building’s existing installation, and home internet splits into an infrastructure line plus an ISP, so check fibre at your exact address before signing a lease if you work from home.

Getting there:Water corporations, gas suppliers and internet providers are all Hebrew-first, with at most limited English phone support. Plan for Hebrew help across the whole utility setup.

Utility providers vary by municipality and building; treat the named corporations as examples and confirm yours locally.

+Worth it for: Knowing whether a flat has its own protected room before you sign, because it is the difference between reaching shelter in seconds and depending on a shared one down the street.

Homes built in Israel since the early 1990s must include a mamad, a reinforced protected room inside the flat. Older flats often have none and rely on a communal shelter (miklat) or a protected stairwell. Flats with a mamad cost more and are in higher demand, so treat it as a search filter, not an afterthought.

Getting there:On Yad2 and the other boards, filter for ממ"ד (mamad) if you want a private protected room, which narrows the results and raises the rent. If a flat has none, ask exactly where the nearest shelter is and how long it takes to reach on foot, then weigh the lower rent against that.

The requirement for a private protected room in new construction dates to the early 1990s, so the age of the building is the quickest proxy: newer almost always has a mamad, older often does not. Confirm on the specific flat.

+Worth it for: Keep your nursing licence past the three-year Hebrew rule most nurses underestimate.

You may sit the licensing exam in several languages, but a Hebrew proficiency requirement follows within three years. Nurses routinely underestimate this.

+Worth it for: Practise here without full requalification, on the route your years abroad qualify you for.

Two paths depending on years of practice abroad, plus a lighter registration as a foreign licensed lawyer that avoids full requalification.

The programme run with the Ministries of Aliyah and Health for doctors making aliyah. Available in six languages including Ukrainian.

A gateway rather than a procedural manual: no fees or timelines are published on it.

+Worth it for: The only outlet doing critical, data-led reporting on whether absorption actually works and what the job market really does to olim.

Immigration demography, the post-2022 Russian wave, Israeli work culture as new immigrants experience it, and emigration. The reporting nobody selling aliyah wants to publish.

Hard paywall: roughly three in five items need a subscription. Worth knowing it exists even if you never subscribe.

+Worth it for: The hard truth about your safety net: unemployment needs 12 months of salaried work out of the last 18, so a new oleh has no entitlement at all for roughly the first year.

Five conditions: residency or a valid permit, age 20 to 67, laid off rather than on unpaid leave, registered with the Employment Service, and the qualifying period. Self-employed people, controlling shareholders in closed corporations, kibbutz members and those in active service are excluded outright.

Getting there:Register with the Employment Service online, then report in person within 14 days or the claim does not stand. Note the second trap: olim who land and go straight to freelancing as osek patur or osek murshe build no unemployment cover at all, however long they work.

Secondary sources report a relaxed six-of-twelve-months rule for first-time claimants under 25 or over 40. That relaxation is not stated on the official page and we could not confirm it, so do not plan around it.

+Worth it for: The four foreign-graduate routes to a medical licence, and the detail that gets applications rejected before they start: the name on your documents must match the Population Registry exactly.

Foreign graduates apply by post, then receive a mailed invitation to sit the state exam. Four routes by seniority, including tracks that waive the internship or, at 14+ years qualified, alter the requirements.

Getting there:Foreign graduates must apply by postal mail, not online. Non-compliant documents are rejected outright with no exam authorisation issued.

+Worth it for: The single best-built olim professional-licensing resource in the whole system: a dedicated English hub for immigrant nurses, plus an integration programme run with the Ministry of Aliyah.

Covers recognition for registered and practical nurses separately, temporary permit versus permanent licence, Hebrew proficiency, the state board exam for nurses trained abroad, a consultation line and the "Mithadshim" integration project.

Getting there:Note the host change: the nursing licence pages live on www1.health.gov.il, not the main gov.il, and the division warns that some content is not yet in English.

+Worth it for: The concession that lets a foreign-trained physiotherapist, occupational therapist, speech therapist or dietitian without an academic degree be licensed, if their diploma is recognised abroad. It expires at the end of 2027.

Under the temporary Fourth Amendment provision, the Licensure Division may recognise foreign non-degree studies for these four professions, provided the diploma came from a recognised institution and the origin country recognises it for practice.

Getting there:The amendment text itself is Hebrew only, so have the exact clause checked by a Hebrew reader before relying on it.

Window:The temporary provision was extended on 30 December 2024 and runs until 31 December 2027. After that, the non-degree route is not guaranteed.

+Worth it for: What a foreign-trained pharmacist actually has to do first: six months of internship in Israel after finishing studies before you are even eligible to sit the exam.

Foreign-university graduates complete a six-month Israeli internship before the exam. An alternative route accepts a foreign licence plus certified proof of at least one year of employment, considered case by case.

+Worth it for: The three licensing levels and the foreign-graduate route, including a temporary permit for non-citizens, so a trained psychologist knows the path before arriving.

Governed by the Psychologists Law 1977. Levels are Psychologist, Specialist (including clinical) and Supervisor. Only licensed psychologists may practise psychotherapy.

Getting there:The Psychologists Law itself, the licensed-psychologist database and the ethics code are all Hebrew only.

+Worth it for: The exemption most foreign dentists want to know about: at least five years of adequate clinical practice abroad can waive the government exam.

Four conditions: no criminal record, dental training, passing the government exams, and citizenship or residency. The 2016 exemption regulations waive the exam for dentists with five-plus years of qualifying practice abroad.

+Worth it for: A warning worth having before you need it: recognition of a foreign high-school diploma, and the school parents’ portal, run in Hebrew only, with phone lines open a few hours a week.

The Division of Examinations, Degrees and Education Certificates handles foreign secondary-education certificate recognition, the route for an oleh teenager’s foreign diploma. It has no English version, and neither does the parents’ portal where the school health declaration and bagrut dates live.

Getting there:Hebrew only, and the degree-evaluation department answers the phone only Sunday, Tuesday and Thursday, 08:30 to 13:00. Line up a Hebrew speaker before you start, and note that school and gan registration itself is handled by your municipal education department, not centrally.

+Worth it for: Register inside the January to February window, and budget the real fees: NIS 500 to 4,000 a year at elementary, NIS 1,500 to 15,000 at secondary.

The registration window, the exam fee, when placement letters arrive, and the rule that every city must place your child somewhere. The Haredi sector applies directly to schools instead.

The page quotes tuition ranges but carries no date of its own, so treat the figures as needing a second check.

+Worth it for: Understand the streams before you choose a neighbourhood, because the school system and the community are the same decision.

Getting there:Screening runs through the school, so ask your child’s school or the municipal education department how to have your child tested. Olim who arrived after the standard screening grade can still request assessment.

Israeli university admission rests on a bagrut (matriculation) average and the Psychometric Entrance Test, a standardised exam in verbal reasoning, quantitative reasoning and English, run by NITE and valid for seven years. Olim receive tuition and preparatory benefits through the Ministry of Aliyah’s Student Authority.

Getting there:Anyone with an Israeli ID or a valid passport can register for the psychometric. Olim can often present a foreign qualification in place of the bagrut, so check each university’s overseas-admissions office, and the Student Authority (Minhal HaStudentim) for tuition and living benefits.

+Worth it for: A bridge year before university or the army: a mechina closes the Hebrew, bagrut and cultural gap before you commit to a degree or a unit.

A mechina is a preparatory year. A pre-academic mechina (mechina kdam academit) lifts Hebrew, bagrut and study skills to university-entry level, often at reduced or covered cost for olim. A pre-military mechina (mechina kdam tzvait) is a gap-year framework before the army, built around leadership and integration.

Getting there:Pre-academic mechinot run at the universities and colleges themselves, so ask each institution’s mechina or overseas office. Olim often qualify for a funded or reduced-cost mechina through the Student Authority.

Mechina structure, eligibility and funding vary by institution and by your olim status. Confirm with the specific mechina office.

+Worth it for: What actually happens when you or your child is drafted: the first summons, the medical profile, the army’s own aptitude test, and how elite units select.

The draft opens with the Tzav Rishon (first summons) once your details reach the army via Misrad HaPnim. It covers a medical exam that sets your physical profile (a health classification number), the DAPAR computerised cognitive test, and interviews. Elite units run their own gibbush tryouts on top of this.

Getting there:The DAPAR is the army’s cognitive test and is not the psychometric, which is for university. Results appear in your personal area on the Mitgaisim site about 5 days later. Nefesh B’Nefesh’s Lone Soldiers Program supports olim through the whole process.

Window:Olim are generally not called in their first year. Expect the Tzav Rishon 6 to 12 months after aliyah, and an enlistment date 12 to 24 months after.
