Each regulated profession is recognised by its own ministry or body, on its own path. Get your foreign degree evaluated first, because since 1 January 2025 that evaluation routes through the Ministry of Aliyah and Integration.
- Nurses can sit the licensing exam in English, Russian, Spanish, French or Arabic, but a Hebrew-proficiency exam at roughly Ulpan Daled level, with medical terminology, is mandatory within 3 years or the licence never finalises. Passing the exam is not the finish line.
- Lawyers with 5+ years of practice abroad can apply for an exemption from the Israeli Bar exam; under 5 years means the Dinei Yisrael exam, an 18-month articled internship and the full Bar exams. A lighter "Foreign Licensed Lawyer" registration exists without becoming a full Israeli advocate.
- The most underestimated blocker across every licensed profession is the Hebrew requirement, not the professional exam itself.
Rules changed on 1 Jan 2025 and much of the guidance still online predates that. Treat this as the map to the right ministry, then confirm the current steps with that body before you commit time or money.
